In 1917 Guaimaro was invaded by an epidemic of smallpox. To fight it, the health authorities sent the young doctor Juan Francisco Pedroso Vega, who hoisted the theory and practice of preventive medicine starting with hygiene as first step.
Upon reaching the easternmost territory of Camagüey and put into practice his ideas he managed to eliminate the disease, he stayed in the town as a responsible for health and conducted an extensive campaign of sanitation, he also created the service of solid waste collection and nourished villagers to preserve the measures of basic sanitation and hygiene and public health.
With all his charisma and the charity work done he gained great prestige and popularity as the municipality of Guaimaro was created in 1923 and called for elections for Mayor, Dr. Juan Francisco Vega Pedroso was postulated for the Liberal Party and won. From his position of Mayor he officially established the garbage collection that the people jokingly called "The sanitation donkey" because the wagon destined for that work, it was towed by a little donkey.
Juan Francisco supported the creation of the Municipal Academy of Music and the Band as well as the remodeling projects and protection of the Park. He was replaced by disagreements with the Provincial Governor in measures that disfavored the Local people.
Dr. Pedroso his office established in the city, he supported the anti-Batista struggle, joined the Civic Action Committee and after the Triumph of the Revolution he was a member of the Commissioner and served to the Agrarian Reform, the Literacy Campaign.
Dr. Juan Francisco Pedroso Vega was one of the outgoing personalities from Guaimaro in the first half of the twentieth century.
