China-Canada Roadmap promotes 28 cooperation measures

Beijing, January 17 - China and Canada are today advancing a new phase in their bilateral relations with the signing of a roadmap that includes 28 cooperation measures and a trade agreement to reduce tariffs.

The bilateral rapprochement was strengthened during the visit of Canadian Prime Minister Mark Carney to the Asian giant (January 14 to 17), amid a gradual process of improved ties that began last year.

The Chinese Ministry of Commerce stated that the roadmap defines 28 collaboration measures and a pattern of bilateral cooperation in eight areas, including bilateral trade, agriculture, food security, green trade, e-commerce, facilitation of people exchanges, and economic-financial cooperation.

The Asian side emphasized that both countries agreed to support the multilateral trade system based on rules, with the World Trade Organization as its cornerstone.

The ministry indicated that consultations also addressed sectors such as electric vehicles, steel, aluminum, canola, and agri-food products, as well as increasing direct flights and improving the business environment.

China noted that Canada will adjust measures applied in 2024 to Chinese electric vehicles, granting an annual quota of 49,000 units with a most-favored-nation tariff of 6.1 percent, without the additional 100 percent surcharge.

The source added that both parties reached preliminary agreements to adjust anti-dumping measures on canola and discriminatory actions related to some Canadian agri-food products.

Prime Minister Carney underscored at a press conference here that agricultural cooperation forms the foundation of the relationship.

He stated that Canada exports over seven billion Canadian dollars in agricultural products to China annually.

During the visit, Carney held meetings with President Xi Jinping and Premier Li Qiang, and both countries signed cooperation documents in trade, energy, construction, culture, and public security.

Bilateral trade in goods reached 118.7 billion Canadian dollars in 2024, with China remaining Canada's second-largest trading partner, only behind the United States.
