Havana, December 15 - The 11th Plenary Session of the Central Committee of the Communist Party of Cuba, held via videoconference on December 13, adopted clear decisions in response to the challenging economic, political, and social situation of the country, in a context of intensified blockade and ongoing media warfare.

One of the most significant decisions made at the meeting was the postponement of the 9th Congress of the political organization, based on the proposal of Army General Raúl Castro Ruz, leader of the Cuban Revolution, which was announced by the First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, through a letter read before the Plenum and previously analyzed by the Political Bureau.

In his letter, the Army General emphasized the principle of always doing what is most beneficial for the Revolution, arguing that it was advisable to postpone the holding of the 9th Congress—originally scheduled for April of next year—to a later date, and to dedicate from now on all the country’s resources, efforts, and the energy of the cadres to solving the current problems; as well as to devote 2026 to recovering as much as possible.

By adopting this necessary and timely decision, the members of the Central Committee reaffirmed the importance of uniting forces in the development of the nation and creating the conditions for a better and more fruitful Congress, with the Party's responsibility to lead the people, stand with them, mobilize them to produce, develop, and achieve results that impact the population’s living conditions in the shortest possible time and provide solid support for the social advances achieved, as expressed in the call for the highest event, approved in July at the previous Plenary.

To achieve this, it is essential, in the immediate present, to enrich and perfect the Government Program in order to correct distortions and re-energize the economy; advance the implementation of approved economic measures; ensure that next year’s Budget responds to the people’s priorities and the defense of the Revolution; and strengthen support for territories affected by natural disasters, leaving no one unprotected.

It will also be indispensable to promote the active participation of youth in all areas of national life, and to intensify the ideological, cultural, and communicational battle by defending the truth about Cuba against manipulation and misinformation.

These work priorities, outlined by the First Secretary at the closing of the 11th Plenary, directly contribute to unity. From now on, they must be addressed with greater dynamism, through a critical and self-critical lens, in harmony with the complex times we live in, always reinforcing popular participation.

Focusing on these priorities will allow us to achieve tangible results, eradicating any hint of inertia, bureaucratism, or pessimistic thinking. The call is to action: to produce more, generate income, multiply positive experiences, and seize every opportunity for development.

As we approach 2026, the year in which we will celebrate the centenary of the Commander in Chief, let us go forth to wage this economic and ideological battle, confident that if we work well and more united, we will be contributing to a better Cuba. This will be the most dignified tribute to our historic leader.

The 11th Plenary reaffirmed that it is indeed possible, that we can emancipate ourselves by our own efforts. The leap required can be made, but it depends on daily dedication and drive, as demonstrated by those who, after Hurricane Melissa struck, have devoted themselves fully to recovery efforts in the eastern provinces.

We count on a heroic people, forged in the mambisa and rebellious struggle, who make every day of creative resistance a victory and do not yield to blockades or imperial threats. A people rooted in Marti’s spirit, who trust their political vanguard, the Communist Party, and remain faithful to the teachings of Fidel and Raúl.

A few days before the 67th anniversary of the triumph of the Revolution, that very people embrace the words of the First Secretary of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, at the closing of the XI Plenary Session of the Central Committee: The revolutionary thing is to get up every day willing to face with energy neglect and affront, external aggression, and the complex situations besieging the economies of countries like ours, which were stripped of their resources and rights more than once, and the blockade especially designed to punish rebellious Cuba for its bold intention to continue being free, independent, and sovereign just a few miles from the empire.
